ThetwoprincipaldriversofthenewposturewereidentifiedbythenSecretaryofStateHillaryClintoninakeyNovember2011ForeignPolicyarticleaswindingdownofthemilitaryengagementsinIraqandAfghanistanthe“newglobalrealities“oftheAsia-PacificCentury.ThejuxtapositionofthetwoelementsgavetheAmericanpolicyobjectivesabalanceofpowerorientationwithamilitaryemphasis.Thelogicof“rebalancing“thebalanceofpowerintheAsia-PacificinthewakeofthegrowingascendencyofChinaisbasicInternationalRelations101.TherepositioningofUSmilitaryassetsintothePacifichasalltheessentialcharacteristicsofclassicgeopoliticalbalanceofpowertheory.AconservativeAmericanthinktankphrasedthepivottoAsiainjustthesetermsinarecentassessmentwhenitconcluded,“themostsignificantproblemfortheUnitedStatesinAsiatodayisChina’s
